改革开放四十多年，中国经济飞速发展，居民财富快速积累，与此同时，收入分配差距拉大和分配比例失衡等问题也随之出现，给实现共同富裕带来了巨大挑战。为了应对这一挑战，党的二十大报告提出了“规范财富积累机制”的创新概念，这与中国当前的发展阶段非常契合。中国式现代化是全体人民共同富裕的现代化，要求坚持按劳分配为主体、多种分配方式并存，以增加低收入群体收入，扩大中等收入群体，规范收入分配秩序，规范财富积累机制，彰显中国式现代化的社会主义特征。中国在推动共同富裕的历史进程中既要注重效率又要体现公平，如何在确保居民收入稳步增长的同时规范财富积累机制，实现居民财富的持续积累，已经成为推进中国式现代化重要且紧迫的任务。规范财富积累机制的重要性在于，以公正和合理的方式引导财富积累，为低收入和中等收入群体提供更广泛的财富获取途径，使改革发展成果惠及全体人民，从而提高整体经济水平。这既体现了以人民为中心的发展理念，又对推动社会公平正义、实现共同富裕的目标具有不可替代的作用，更是推动中国式现代化进程的关键一步。

Over 40 years of reform and opening-up, China's economy has developed rapidly,with quick accumulation of residents ' wealth. However, issues such as the widening income gap and imbalanced distribution have also emerged,forming a formidable challenge to achieving common prosperity. To tackle this challenge, the Report of the 20th National Congress of the Communist Party of China proposed the innovative concept of “keeping the means of accumulating wealth well-regulated”,which is highly compatible with China's current stage of development. Chinese modernization refers to a modernization that brings about common prosperity for all, requiring to adhere to the principle of to each according to his contribution and coexistence of multiple distribution methods to increase the income of low-income earners, expand the middle-income group, keep income distribution and the means of accumulating wealth well-regulated, thus demonstrating the socialist characteristics of Chinese modernization.In the process of promoting common prosperity,China must focus on both efficiency and fairness. How to ensure the steady growth of residents' income while keeping the means of accumulating wealth well-regulated, and achieve the continuous accumulation of residents' wealth has become an important and urgent task in advancing Chinese modernization.The importance of keeping the means of accumulating wealth well-regulated lies in its ability to guide wealth accumulation in a fair and reasonable manner, providing wider wealth acquisition channels for low and middle-income groups, allowing the results of reform and development to benefit all the people, thereby improving the overall economic level. This reflects the people-centered development philosophy, and plays an irreplaceable role in promoting social fairness and justice and achieving the goal of common prosperity for all.Keeping the means of accumulating wealth well-regulated means that common prosperity not only emphasizes the issue of income distribution in terms of flow,but also emphasizes the issue of wealth accumulation in terms of stock,making wealth accumulation reasonable and legal. This has important guiding significance for the long-term goal of achieving common prosperity. Keeping the means of accumulating wealth well-regulated has significant theoretical significance for improving the socialist distribution system. Keeping the means of accumulating wealth well-regulated means that in the process of promoting common prosperity, more emphasis should be placed on the regularity and legality of the process of wealth acquisition and accumulation, promoting the fairness and sustainability of national wealth accumulation. The important significance of keeping the means of accumulating wealth well-regulated for achieving Chinese modernization is manifested in following aspects. It is the realistic demand for Chinese modernization with a large population; it is the key strategy to promote common prosperity for all the people;it is the necessary path for modernization with harmonious coordination of material and spiritual civilization; it is the important means to achieve harmony between humanity and nature; and it is the key driving force for Chinese modernization on the path of peaceful development.
